Choosing an International Adoption Agency.

Many families choose international adoption for a variety of reasons. Some don’t meet the agency guidelines for domestic adoption but they qualify to work with an international adoption agency. Sometimes a family has an overwhelming concerned that the birth parents will come back and want their baby back. Others simply want to give a family to a child who really has none.

If you are considering adopting internationally, the travel times and family requirements are something to consider. Check out several different international adoption agencies - fees vary even though the processes are similar.

As of 2008 the top three country to adopt from have CHANGED from past years. They include, THE U.S.A, Ethiopia and Russia.

China

2011 Update: March 14, 2011

The China Center of Adoption Affairs (CCAA) has officially announced that single women may now apply to adopt a child from the Special Focus Children Program. Girls and boys age 6 months to 14 years are available. Children diagnosed with special needs or who are healthy and over age 8 years are selected by adoptive parents. Eligibility requirements have been set by CCAA,China has recently changed some of their processes for adoption. Families under this new program can proceed with concurrent, simultaneous and successive adoption. This is great news for many waiting families! The new program is called "Special Focus" and was started on September 1, 2010. "Special Focus" children are those who have been on the shared agency list for at least 2 months or those who have participated in a CCAA (China Center of Adoption Affairs) sponsored Hope Camp. Families will have up to 6 months to complete and submit their dossier to the CCAA.

History of the China adoption program: It was once most reliable and stable, and China is the country from which most U.S. citizens have elected to adopt since the year 2000. Then a radical shift and the authorities made changes. As of January 2009, families who had submitted applications in the spring of 2006 are being matched with children. Two years or more is the wait time. Those who start the process now, will be expected to wait even longer.

Travel required: Yes; one parent (if married) must travel; one trip, approximately two weeks.

Singles accepted: Generally, single women, heterosexual. Restrictions has increased check with your international adoption agency.

Other: Post-placement reports and supervision are required for one year.

Russia

After the shutdown in 2007, and then delays in re-accrediting adoption agencies, Russia's adoption process is now relatively stable. Two -thirds of families receive dreferrals within six months of submitting their dossiers.

  • Married couples / flexible age,and single women 25-48 years of age can adopt! Families needed NOW for infant, toddler boys! The Wait is months, not years!
  • Travel required: Yes, two trips. The first is a few days. The second is your court procedure approximately 2-3 months after your first trip. The overall length of the second trip is between 3-4 weeks. If you are a married couple adopting a child, only one spouse needs to stay in Russia after the court procedures are complete. The other spouse can return home after 3-4 days.
  • Singles are accepted. There are no limits on marriage or number of children.
  • Other: Post- placement reports are required.
  • Ukraine Adoptions

  • Children ages 2 and up are available for adoptions throughout the region State Department on Adoption and Children’s Rights (SDA), who will present you with information on a few children who match your criteria. Then you select the children you would like meet to consider adopting.In accordance with Ukrainian law, each family has the right to reject children a maximum of three times during their first trip.
  • Adopt from the Ukraine: the wait to travel to Ukraine depends on the age of the child: For children 2-6 years the wait time is 9-10 months, and for children 6-15 years old the wait time is about 1-2 months. For special-needs children, the wait time is about 1 month.

    Travel: one trip, 3 - 4 weeks

    Kazakhstan

Office of Children’s Issues announced that all Americans who had not been matched with children by December 15, 2010, would have their dossiers returned.

    The reason? Kazakhstan, in an effort to become a party the Hague Convention on Protection of Children and Co-operation in Respect of Intercountry Adoption, is undergoing a review of its intercountry adoption policies in an effort to reform its process.

    Although this decision had been expected since last fall, there is no sign that reforms are significantly closer to being implemented, nor that the intercountry adoption process will open again in the near future. Families for Russian and Ukrainian Adoptions
